About Us

The Family Enrichment Center, Inc. (FEC) is a private, faith-based, not-for-profit agency founded in 1992 by the College Hill Church of God in Christ. For over three decades, FEC has provided trusted, family-centered social services to vulnerable children and families throughout Hillsborough County. Our mission is rooted in compassion, cultural responsiveness, and the belief that strong families build strong communities.

Initially established in response to the shortage of African American foster homes, FEC has evolved into a community-based organization offering inclusive and accessible services to meet the growing and changing needs of the families we serve.


Who We Are

As the only licensed, minority-owned and operated child-placing agency in the southeastern United States, FEC is deeply embedded in the East Tampa community. We are known for offering a welcoming, neighborhood-based alternative to traditional service models—especially for families who may feel overwhelmed by larger public agencies.

Through strategic partnerships and community support, we’ve remained committed to delivering professional, high-quality services that reflect the values of trust, integrity, and empowerment.


What We Do Today

The Family Enrichment Center currently focuses on several core areas of service:

  • Kinship Care Program
    Supporting grandparents, relatives, and fictive kin who are raising children due to family crisis or hardship.
  • Autism Is Real (A.I.R.)
    Offering home-based support, early screening, parent education, and sensory-friendly interventions for children displaying neurodivergent traits.
  • Motivated Minds (pending expanded description)
    Youth-centered engagement program designed to promote personal development, resilience, and leadership.
  • Summer STEAM Program
    An academic and enrichment experience that blends science, technology, engineering, arts, and math with fun, mentorship, and hands-on learning.
  • W.E. Davis Family Support Center
    Named in honor of Bishop W.E. Davis, this center serves as a hub for community gatherings, support groups, respite programs, and youth development activities.

Our Approach

At FEC, we take a strengths-based, family-first approach to everything we do. Whether walking alongside a grandparent caregiver, offering guidance to a parent of a child on the spectrum, or equipping a young leader through a summer STEAM project, we remain committed to:
